Security & Intelligence Apparatus

The state institution that co-ordinates the activity of the entire system of national security, including the intelligence services, is the CSAT (Consiliul Suprem de Apărare a Tarii - Supreme National Defence Council).

Services within the executive branch:

General Directorate of Military Intelligence (Ministry of Defence)

Constantin Croitoru was appointed head of the department in the beginning of December 2005.

General Department for Information and Internal Protection (Ministry of Interior)

Service for Protection and Anti-Corruption (Ministry of Justice)

Services subordinated to the Supreme National Defence Council(CSAT):

Romanian Intelligence Service (SRI)

The Director of SRI is designated by Parliament, upon nomination by the President of Romania. The incumbent head of SRI is Radu Timofte.

Foreign Intelligence Service (SIE)

Since February 2001, Georghe Fulga is the Director of SIE.

Service for Protection and Guard (SPP)

The controversial Gabriel Naghi has been replaced by Lucian Pahontu, hitherto head of the Gendarmerie's intervention brigade.

Service for Special Telecommunications

National Intelligence Community (CNI)

A new structure within the Romanian security and defence establishment was set up in November 2005, namely the National Intelligence Community (CNI). It was designed as a focal point of all information supplied by the multiple Romanian security services, and was entrusted with the task of coordinating it. The CNI was launched as part of the CSAT and is headed by General Segiu Medar, former head of the General Directorate of Military Intelligence. Furthermore, a Bureau for Integrated Intelligence is established within CNI, which will be headed by Daniel Moldoveanu.
