The State Administration Minister Nikolay Vasilev and UNDP Resident Representative for Bulgaria Neil Buhne took part in a discussion sloganed Transparent Administrative Services on Friday.
The discussion was held on the eve of the International Anti-Corruption Day marked on December 9.
If we leave aside the moral aspects, we should note that when corruption is widely spread it casts a serious impact on people's welfare, Neil Buhne said.
Corruption could reduce competitiveness in every country; it could have a negative impact on public services like education and healthcare; it could intensify the existing inequalities, he added.
Bulgaria is expecting to receive EUR 7 B from EU funds by 2013 but if the corruption level is high it will inevitably influence the efficient fund management, Buhne said.
To eradicate corruption completely is an idealistic goal, its presence is probably an element of human nature, but the understanding corruption is a bad thing is also an element of human nature, he added.
Minister Vasilev presented a report on the State Administration Ministry's transparency programme and on the individuals occupying high positions.
Vasilev mentioned also the electronic card payment, which the government approved to be introduced at all Bulgarian border checkpoints.
